The smoke effects you see in the picture are created with a single cloud texture that is being drawn hundreds of times to blur together.  It is actually a fairly simple effect but can take a lot of processing power depending on how much detail is in it.

Requirements:

P300, 64MB, with a decent video card that supports OpenGL.
